Chierichella Procurement Strategies LLC offers strategic, individualized business consulting services to companies, large and small, that sell or seek to sell their products and services, whether commercial or military in nature, to the United States Government. 

 

Led by John Chierichella, who has been, for decades, one of the most recognizable names in government contracts law, the firm has one goal: to provide effective and cost-efficient strategic counseling to assist government contractors in attaining their business objectives.

With 50 years of experience in counseling companies regarding the intricacies of the government contracts marketplace, we are intimately familiar with the business considerations that motivate, incentivize, moderate, and deter contractors in their pursuit and performance of Federal contracts and subcontracts.  

 

Because we seek to provide business counseling to clients in support of their commercial goals, we are uniquely qualified to do what law firms in this marketplace cannot do: provide the types of services that would disqualify those firms from representing a client in bid protests. This includes services regarding:

 

  • Structuring competitive bids, offers, or proposals

 

  • Evaluating individual draft proposals

 

  • Participating in “pink team,” “red team,” “black team,” and other “color” reviews to evaluate and appraise the structure of the offer and the client’s RFP responses during the stages of a competition, all with the goal of enhancing the client’s probability of win, or “PWIN,” in the capture process

 

  • Supporting competitive negotiations, including analysis of Government Requests for Information and Discussion Requests, and review and support of responses to those Government inquiries 

 

  • Evaluating teaming or joint venture strategies in the context of a specific  competitive offering

 

We can provide these services before and during the proposal preparation process, and throughout the competitive negotiation process, without impairing the client’s ability to engage its customary bid protest attorneys for any adversarial proceedings.

 

We also provide counseling regarding the business implications of decisions made during performance of contracts, e.g., the impact of the client’s business systems on the supportability of requests for equitable adjustments or contract claims, the strategic use of equitable adjustments and claims, Government negotiating strategies, and the like.

 

In each engagement, John Chierichella gives the client his personal support, attention, and dedication.
